The primary purpose of this position is to serve as an Electronics Engineering Technician in support of Avionics Depot Test Program Sets, associated Support Equipment (SE), and any special support software as assigned.

Duties

Performs electronics technician work and executes technical projects. Plans, organizes, coordinates and accomplishes assigned workload. Complies with directives, regulations, processes, and other guidance. Communicates and interacts within work environment and furthers organizational objects. Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics. Knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance. Knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes serving as an electronics technician performing operation and maintenance duties in support of test equipment hardware and software associated with various avionics control systems; AND knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the use of electronic testing techniques, concepts, instrumentation and the equipment used in testing of Avionics Depot Automatic Test Equipment (ATE), TPS and avionics systems. 2. Knowledge of electronic testing techniques, concepts, and instrumentation as needed to devise test setups and determine support equipment required to sustain Avionics Depot TPS, ATE and avionic systems in lab mockups or as installed on aircraft. 3. Knowledge of CMM, CMMI, FAA, ISO, IEEE, military and other industry standards for avionics, hardware, and software. 4. Knowledge of modern software/system engineering processes/standards and computer programming/software languages. 5. Knowledge of local, AF, and DoD policies, directives and organizational responsibilities, goals, and objectives to include safety and security regulations, practices and procedures. 6. Skilled in the ability to identify, analyze, write, discuss and solve technical problems in a timely manner. 7. Ability to understand, follow, and implement guidance and exercise good judgment to plan, organize and execute a complex project meeting schedules, materials, cost, safety and performance requirements. 8. Knowledge of Avionic Depot TPS airborne system architectures including microwave Radio Frequency (RF), common antenna types, digital and analog circuitry and components and bus architectures. 9. Ability to apply lean, safety, security and health principles, practices and procedures and to understand an apply internal management procedures. Physical Demands: Work is principally sedentary, although there may be some walking, bending, reaching and lifting involved in activities such as inspections of installed equipment, lifting of computer equipment, and installation of TPS and avionics equipment. Employee will be required to work long hours and odd hours for time critical high priority projects and during simulated or actual emergencies. Work Environment: Work is usually performed in a typical office setting or laboratory containing electronic equipment. Subject is exposed to potential dangers of shock/burns from electrical/RF energy hazards, bums from soldering irons/circuit components, and cuts/bruises from the use of hand tools. Noise level in laboratory may be higher than in the office environment. Occasional work on aircraft flight lines or outdoor test environments is required. Normal safety precautions for these environments are required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
