You will serve as a PROGRAM MANAGER of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as a Deputy Director and be responsible for managing daily operational and policy related activities. You will support the acquisition life cycle ensuring mission responsibilities are achieved. You will monitor development and acquisition activities to promote and maintain maximum coordination and integration with stakeholders. You will direct the improvement activities and administration of a large portfolio of programs for complex, cross-functional workforce. You will serve as the primary advisor and authoritative consultant on program requirements and approaches for improving program and operational efficiency and achieving critical program goals. You will act as the primary interface with NSMA senior leaders to identify and resolve internal organizational issues that may adversely impact mission objectives. You will perform the full range of supervisory duties, planning and assigning work accomplished by subordinates. You will make decisions on work problems presented by subordinate supervisors and/or team leaders and establish priorities and schedules.

Requirements

  • Must be a US Citizen.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Directing management improvement activities, and administering related programs for a complex, cross functional workforce and unique mission; 2) Overseeing the planning and execution of support to assigned programs and activities; 3) Serving as primary advisor and authoritative consultant on program requirements and approaches for improving program and operational efficiency, and achieving critical program goals; 4) Leading meetings with cross functional team members and network with internal and external stakeholders, developing strategies and planning to achieve program success; 5) Communicating and collaborating with a range of Senior Managers inside and outside of the organization; and 6) Planning and executing strategies that effect organization and program mission objectives.
