The Incumbent serves as the Health System Specialist for the Associate Director Patient Care Services (ADPCS) who is an Executive Leadership Team (Pentad) Member Central Alabama VA Health Care System (CAVHCS) located in Montgomery and Tuskegee, Alabama. The incumbent functions under the direct supervision of the Associate Director Patient Care Services (ADPCS), and provides support to the Medical Center Director, Associate Director, and/or Chief of Staff (the Pentad).
Duties
Major duties include, but are not limited to:
Assists the Pentad in planning, organizing, directly evaluating, advising and coordinating, administrative activities.
Represents the Pentad on Medical Center committees and workgroups and in meetings that support the hospital mission.
Assist in the budgeting and financial management for programs aligned under the Office of the Director.
Plans and/or accomplishes special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate and integrate programs.
Analyzes multifunctional programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management.
Conducts appropriate studies related to the development of planning initiatives determining the methodology and gathering data that is factual, historical and statistical to meet study objectives.
Reviews all congressional and facility level written correspondence prior to submission to ensure appropriate content, grammar and information is contained.
Ability to apply analytic principles, theories and techniques to healthcare management and operational systems with a degree of resourcefulness and ingenuity.
Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.Experience of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting both the IOR and Time-In-grade, you may qualify based on your specialized experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: must have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. the direct supervision of one of the Pentad Members (Deputy Director, Associate Director, Chief of Staff, Associate Director for Patient Care Services) (the Pentad) on issues and decisions affecting medical center operations. Key responsibilities are assumed in corporate development and facility strategic planning. The incumbent must effectively analyze, evaluate, and present conclusions and recommendations to top management for their use in ensuring the mission, vision, and goals of the facility are carried out.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Walking and sitting are common parts of the job. Driving to locations in the community and neighboring cities and states to include CAVHCS campuses and CBOCs are necessary on a routine basis. Occasional travel by flight is required. Some lifting of objects 50 pounds or less is required in community and medical center events.
