The incumbent is an Operations Analytics Officer, for the Charlie Norwood VA Medical Center (CNVAMC) within the Operations Analytics Office. The incumbent is primarily responsible for overseeing administrative investigations, as well as analyzing, evaluating, and advising medical center leadership on all Business and Health Operational data to optimize resource utilization and information management.
Duties
Major duties include, but are not limited to:
Responsible for the identification of information needed to manage critical aspects of field operations and design and development of information, analytical studies, and data templates.
Coordinate, determine, evaluate, and conduct assessments for investigation(s) and/or fact finding(s) regarding Administrative Investigative Boards (AIBs) related to both clinical and non-clinical issues
Works under broadly delegated authority, the incumbent takes action to develop or modify objectives and boundaries of assignments as indicated and plays a critical and influential role in organizational performance and excellence.
Manages and oversees Administrative Investigations tracker.
Prepares charge memorandums for Administrative Investigations and Fact-findings.
Responsible for designing data reporting mechanisms and database applications required for their support. Designs and implements numerous data reporting systems for inputting and displaying data.
Serves as the Acting Operations Analytics Officer in the absence of the Chief.
Executes and assists executive leadership in decision-making, conducting business and operational cost/benefit analysis and point to best recommendations for action through analysis, coordination, planning, administration, development, interpretation, delegation and use of expert judgement.
Conducts business process modeling projects and studies that will impact the overall function of the services in such areas as policy development and implementation, work methodology, processes, streamlining, access, workflow, system redesign Technical authority in interpreting, applying guidelines, and formulating policies.
Analyzes and evaluates (on a quantitative or qualitative) basis the effectiveness of facility program operation: in meeting related goals and objectives. Facilitates development and implementation of robust sustainment and continuous improvement plans with committees/councils and/or workgroups.
Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Provide and/or recommend methods of improvement for administrative and clinical operations of health care systems and processes whose performance is measured by analytical tools; implement a variety of quality and efficiency measures, and using an automated systems.
Preferred Experience: 3-5 years data analysis. Evidence of having worked or received training in federal human resource programs. Preferred knowledge of human resource metrics, knowledge of administrative investigations.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. This position may require extended hours to meet project and/or deadlines and to devise corrective actions and solutions.
Work Environment: Work is performed in a normal office setting. The incumbent may be expected to work beyond normal duty hours when required by pending issues. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the incumbent to various resultant environment changes.
