This position is in the Health Professions Education (HPE) Office (HPEO) and is supervised by the HPE Manager with oversight provided by the Associate Chief of Staffing. Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS).
Duties
Duties of the position include but are not limited to:
Providing subject matter expert knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures (ReDPro) SOP; serving as the facility EARs champion on training, national OAA calls, and surveys.
Using EARs record data and analysis to recommend redistribution of resources, forecast HPT position allocation (FTE) needs for subsequent academic years, and formulate long range budget needs and excess.
Managing the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizing data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques.
Validating complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation; evaluate and determine the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency.
Completing and reviewing the monthly EARs consolidation and calculations to ensure accurate educational activity reimbursement. Working directly with the VA HPE site and program directors to collect required documentation of didactic, call, conference and leave schedules for reconciliation with the affiliate invoice. Accessing online IT learning management systems used by the affiliate to verify HPT training schedules (such as New Innovations, MedHub, or other.)
Extracting, analyzing, and organizing data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects. Facilitating performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and special purpose budgetary requirements.
Advising HPE management and OAA's informed decision-making processes with the research, collection, compilation, analysis, presentation, and management of data and HPE program information.
Maintaining awareness of new policy related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance HPE operations.
Anticipating obstacles to operational management that are likely to interfere with the accomplishment of objectives; taking or recommending the necessary action to prevent their occurrence.
Collecting, consolidating, and providing analysis of data to prepare justifications for FTE, funding, and budget planning purposes; evaluating trends and providing recommendations for further analysis for future planning. Data sources may include but are not limited to Pyramid analytics, Consolidated Data Warehouse (CDW), VHA Support Service Center (VSSC) Capital Assets, or other VA/affiliate platforms.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30 a.m. through 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9 and for a GS 12 you must have served 52 weeks at the GS 11.. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 9 for the GS 11 and GS 11 for the GS 12 in the normal line of progression for the occupation in the organization. The specialized experience for both grades is the same but the the GS 11 would have more supervision and training while the GS 12 is full performance and would be able to do all of the tasks independently. Examples of specialized experience would typically include, but are not limited to:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Substantive and authoritative knowledge and expertise in supporting, analyzing, planning, coordinating, and executing multiple highly complex, high value clinical academic training programs simultaneously. Ability to suggest and draft local operating procedures for direct paid HPT processing and internal control procedures using knowledge of health care operations, HPE programs, and OAA policies. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
GS 11
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related. Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two full years of graduate education, a Masters degree, or a LL.B. or JD. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Physical Requirements: The work is sedentary, although some slight physical effort may be required. The position may spend time in clinical areas of the facility to ensure coordination of schedules, attend meetings, and facilitate program effectiveness. Occasional travel to the VISN office, other VAMCs, and the academic affiliate may be required.
