This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans; Trade and Economic Security.
Serves as a policy Analyst on a full range of complex policy issues related to the economic security of the United States, including national security, risk management, telecommunications policy, foreign investment and supply chain, and cybersecurity.
Non-BU: This is a non-bargaining unit position.
Duties
As a POLICY ANALYST, GS-0301-11/12, your typical work assignments may include:
Participates in the development and drafting of briefing materials and written products on matters related to economic security policy for PLCY leadership. Briefs leadership as directed.
Builds and maintains relationships with relevant stakeholders across the Department and the interagency to share and gather facts and information on policy views.
Conducts all-source research to gather relevant information and applies knowledge-management best practices to ensure timely availability, consistency, and efficiency of information within collaborative projects.
Coordinates intra- and interagency policy processes, develop written materials, brief leadership, identify and propose possible solutions to policy problems, and conduct research and knowledge management activities.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-9 grade level in the Federal government, performing duties such as:
(1) Providing support to senior analysts participating in interagency policy development processes related to national and economic security matters; (2) coordination of projects across stakeholder groups internal and external to the organization; and (3) conducting research and managing information supporting policy decision making for senior leadership. Note: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related ; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
Specialized Experience:
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:
(1) Participation in interagency policy development processes related to national and economic security matters; (2) coordination of projects across stakeholder groups internal and external to the organization; and (3) conducting research and managing information supporting policy decision making for senior leadership.
All qualifications and eligibility requirements must be met by the closing date of the announcement.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
