The European Service Module Integration Office is seeking an individual to provide expertise and leadership of complex projects for developing, testing and integrating human spaceflight hardware toward flight in support of the Orion Program. You will serve as an authority and provide guidance and expertise regarding Orion Program objectives, establishing strategic direction, negotiating with international partners, and advising program management.
Duties
Manage significant elements of complex projects that involve multiple interfaces and extensive scope and variety. Contribute to long range project planning and to formulating, modifying and determining overall project objectives.
Monitor and control project development efforts and resources utilization across the NASA team, and NASA contractors. Plan, develop, and negotiate budget and resource allocations. Plan, guide, coordinate, and manage the work of personnel.
Manage the European Service Module Integration Office team performing budget planning, Configuration Management, Schedule development, and US deliveries to NASA's international partners.
Perform technical activities supporting the management process whether within the context of a line organization, direction of a contracted effort, or management of international partnerships. Work may involve monitoring contractors supporting NASA.
Serve as the leader for planning and executing large multi-discipline and multi-agency Program life-cycle reviews required for the development and delivery of European Service Module to NASA.
Resolve interface and integration problems relating to the project.
Formulate and negotiate agreements and plans for support of project activities.
Perform multiple functions alongside other engineers to include; planning, design, test and evaluation, cost analyses, risk management, program management, project and quality management.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level.
Leadership in complex environments with multiple stakeholders involving high visibility and/or value space projects
Coordinating and leading cross-institutional and/or international teams involved in scientific or engineering development programs/projects
Identifying and addressing complex project and project team risks and problems, including technical, cost and
schedule

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
