The primary purpose of this position is to serve as a Senior Strategic Automated Command Control System weapon system network administrator conducting planning, analysis, quality assurance, configuration, installation, integration, maintenance testing, operational integrity, and management of networked systems for the transmission of information in data formats.

Duties

Administers SACCS LAN/WAN. Conducts problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings. Works with Nuclear Command, Control, and Communication (NC3) System Engineers on current and future technology integration and works issues for compatibility and standardization based on current and projected system requirements. Weapon system network subject matter expert (SME). Ensures the rigorous application of information security and assurance policies in the delivery of SACCS Network services.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA Level II certification within six months of assignment of these duties
  • A waiver of this 6-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position
  • Work may occasionally require travel away from the normal duty station on a military or commercial aircraft
  • Recall to duty and overtime may be a requirement of this position
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety

Qualifications

In order to qualify, you must meet the Information Technology (IT) Management Series, 2210 (Alternative A) Individual Occupational Requirements (IOR) described in the Office of Personnel Management (OPM) Qualification Standards. INDIVIDUAL OCCUPATIONAL REQUIREMENT Basic Requirements: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Education: Ph.D. or equivalent doctoral degree (or 3 full years of progressively higher level education leading to a Ph.D. or equivalent doctoral degree) in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. OR Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower- grade (GS-09), or equivalent in other pay systems. Examples of specialized experience includes knowledge of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements and knowledge of methods, techniques, and processes for the integration and optimization of LAN/WAN components, infrastructure requirements, and test and evaluation methods sufficient to install and operate base wide programs and provide technical guidance to others in designing, testing, operating, and maintaining network programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems, including Local Area Network (LAN) and Wide Area Network (WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. Ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
