You will serve as a Computer Scientist in the Software Engineering Branch (N641), Systems Integration Division (N64) of the Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, Mississippi.
Duties
You will perform as a technical lead to develop, manage and sustain the software capabilties supported within the Systems Integration Division.
You will establish guidance and standards to support a seamless and effective integration and transition of software capabilities.
You will collaborate with technical experts, boards, forums and colleagues to negotiate, develop, and/or coordinate technical changes and impacts to other efforts/capabilities.
You will monitor and coordinate technical software and cybersecurity task completion for the engineering and sustainment of ashore NAVOCEANO N64 custome software capabilities.
You will perform Contracting Officer's Representative (COR) duties in accordance with established policies, procedures and the COR Appointment Letter.
You will be the lead cloud architect for the NAVO DevSecOps capability enablement project.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 62 within 12 months of appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with Continuous Integration/Continuous Delivery (CI/CD) pipelines in a cloud environment or similar.
Experience with DecSecOps or similar methodologies and implementation processes.
Experience ensuring custom application software is maintained in accordance with DoD and DoN cybersecurity guidelines and requirements;
Experience configuring and maintaining custom web applications, data services and/or user-facing software;
Experience developing budget cost estimates and plans for current and out-year software sustainment;
Experience applying concepts, methods and practices for IT planning and project management which yield successful implementations of custom software solutions;
Experience performing technical contract management and monitoring duties in accordance with established policies and procedures in order to successfully sustain software;
Performing Contracting Officer's Representative (COR) duties in accordance with established policies, procedures and the COR Appointment letter.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area code 62, and as a condition of employment incumbents of the position are required to comply with the DoN Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:
1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
2. Participate in a continuous learning program as described in SCNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
