About the Position: Serves as an Instructional Systems Specialist within the Individual Training Division which is part of the Directorate of Training and Doctrine located at U.S. Army Medical Command Headquarters, Fort Sam Houston, San Antonio, Texas. US Army Medical Center of Excellence is located in beautiful and historic San Antonio and is within easy commuting distance of desirable neighborhoods and excellent school systems.

Duties

As a member of the curriculum development team, analyze, design, develop, implement, and evaluate MEDCoE individual resident initial military training (IMT), professional military education (PME), and functional courses. Ensure the incorporation of the principles of the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process. Assume responsibility for educational and training development projects and develop individual curriculum content in compliance with established educational policies and procedures. Consult with subject-matter experts to determine problem areas in the various MEDCoE courses. Advise on standardized instructional development processes, serves as a subject matter expert and consult on education/ training development matters, and providing guidance to MEDCoE teaching departments on recommended improvements in the curriculum. Plan and present briefings on instructional development initiatives and provides input to the supervisor concerning issues affecting production and timely completion of AMEDD curriculum content.

Basic Requirement:Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Instructional Systems Specialist GS-11: Specialized Experience: One year of specialized experience which includes designing and developing instructional curriculum for military and/or civilians in the medical field and/or allied health occupational specialties; reviewing course curriculum to recommend modifications to curriculum based on customer requirements; identifying and analyzing performance skills gaps; identifying needs for training and education; assisting in developing materials for portions of new courses that conform to existing guidelines; observe classroom instruction; provide instructor feedback and evaluation; evaluate student teaching and lesson plan development. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Learning theory, Psychology of Learning, Educational Psychology, Instructional Design Practices, Educational Evaluation, Instructional Product Development, Computers in Education and Training. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Instructional Materials & Curriculum DevelopmentNeeds/Occupational AnalysisTests and Measurement Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????09).
