This position is located in the BLM Oregon State Office, Division of Lands, Resources, and Minerals. The primary purpose is to serve as a Management and Program Analyst in a Bureau of Land Management (BLM) office. Work assignments have national, BLM-wide scope, are unique and unprecedented, and require performance of many forms of management and/or program analysis. This vacancy may be used to fill additional positions as vacancies become available.

Duties

Salary Ranges - Portland, OR: GS-12: $88,860 - $115,518 per year; GS-13: $105,666 - $137,363 per year The Bureau of Land Management (BLM) Oregon/Washington State Office's Division of Resources, Lands, and Minerals is hiring up to six (6) Management and Program Analysts who will serve on a state office team. Major Duties for the GS-12 level will be the same as those listed below with closer supervision. At the full performance level (GS-13), Major Duties include, but are not limited to: Developing and coordinating the development of priority land use plans and National Environmental Policy Act (NEPA) documents. Utilizing land use plans and NEPA documents to establish long-range direction for over 2 million acres of BLM lands that are administered by five Western Oregon districts in accordance with the Oregon and California Re-vested Lands Sustained Yield Management Act (the O&C Act). Developing proposals to modify agency program operations and activities that involve substantial agency resources and could significantly alter major aspects of agency programs being implemented in Western Oregon. Designing and conducting management studies and gathering /analyzing data. Coordinating efforts of other subject matter experts in a district office; collaborating with counterparts in other Federal, Tribal, State, and local agencies; and communicating with BLM Headquarters subject matter experts as needed to complete assigned tasks.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the specialized experience described below: Specialized Experience, GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Assisting with the development of new or modified work methods, organizational structures, and/or management operations; (2) Conducting studies to determine program effectiveness in attaining goals and developing program measurement criteria; (3) Gathering data to provide feedback, prepare reports, and/or to present briefings; and (4) Utilizing budgetary and/or financial management principles to assist with long-range planning of program objective activities. Specialized Experience, GS-13: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Developing plans and/or approaches to complete project assignments; (2) Conducting studies to evaluate ways to improve the efficiency and effectiveness of program operations; (3) Coordinating new or revised policies and methods for management review; and (4) Utilizing budgetary and/or financial management principles for long-range planning of program objectives.
