The Duty Station for this position is located at Fort Sam Houston, TX. You will be expected to physically reside within commuting distance of Fort Sam Houston, TX. Telework is not guaranteed, however you may be eligible based on current agency policy.
Duties
Serves as a Program Analyst for one or more Family and MWR Marketing enterprise platforms to include but not limited to social media, email marketing, text messaging, content management systems, web systems and digital signage systems. Provides subject matter expertise and recommendations to senior staff.
Researches and develops policies and programs pertaining to marketing and interactive media with emphasis on program/platform planning and standards. Assists with development of strategic program plans, assess program standards and procedures, analyzes for effectiveness, recommends appropriate changes and conducts actual execution for the designated program.
Develops program benchmarks for program operations. Performs comparative analyses, compares programs to best in the industry, and develops reports outlining areas in need of improvement. Monitors and reviews financial and historical performance of the specific programs. Assists Director with development and tracking of input for the APF/NAF funding.
Ensures sufficient internal control mechanisms are installed and in use. May be required to monitor digital signage, social media and/or web content management systems and demographic data. Provides written and oral responses to program specific inquiries. May be required to evaluate specific installation programs and/or perform assistance visits. Monitors and maintains, platforms and associated contractual mechanisms for Marketing, G9 and the IMCOM enterprise.

Qualifications
Qualifications must be clearly verifiable in your resume. Government positions must include pay plan, series, grade, to and from dates, and government agency/department.
Knowledge of assigned programs, the roles they play in supporting total Army programs, and their contribution to Army MWR. Knowledge of principles, concepts and methodologies required to perform various analytical techniques. Ability to analyze operations, financial data, prepare reports and replies to inquiries from the perspective of an Installation or Regional staff officer. Strong written and oral communication skills, including comprehensive knowledge of standard office software programs, such as word processing, graphics, spreadsheets, etc.

Possess demonstrated experience with overall procurement, development, integration, modification, operation, maintenance, and retirement of an information system or platform. Possess experience developing, supporting and/or managing project contracts, budgets, schedules and time-lines. Possess professional work experience with platforms such as social media, email marketing, text messaging, content management systems, web systems and digital signage systems. Possess knowledge with developing system design specifications to ensure the security and user operational needs are documented, tested, and implemented. Possess experience developing, executing, monitoring, and reporting on digital media content; builds strong client and account management relationships. Possess experience implementing and monitoring internal control mechanisms for digital media platforms; basic understanding and application of the principles, policies, and procedures necessary to ensure the confidentiality, integrity, availability, and privacy of data in all forms of media (i.e., electronic and hardcopy) throughout the System Development Life Cycle (SDLC).
