The Off ice of Inspector General (OIG) promotes the integrity, efficiency, and effectiveness of the programs and operations of USAID, the Millennium Challenge Corporation (MCC), the African Development Foundation (ADF), the Inter-American Foundation (IAF) through audits and investigations and other oversight activities. OIG provides oversight of these organizations' programs and operations.

Duties

As a Management and Program Analyst at the full performance level, you will perform the following responsibilities: Develop IG/I procurement processes and budget formulation (may include COR duties pending qualification). Assist in and coordinate in the development of strategic objectives, and project plans; managing initiatives related to the Government Performance Results Act (GPRA) and analyze related resource requests and allocations. Participate in the development and planning of significant trainings, conferences, and recruitment events. Oversee organization-wide qualitative and quantitative analysis to allow for data driven decision-making in furtherance of design, implementation, and improvement of programs and processes. Coordinate the production of internal and external reports, including elements of the Semi-Annual Report to Congress. Research and prepare responses to external requests for investigative information. Utilize broad knowledge of government and agency processes and procedures to provide technical guidance to division staff. Implement methods to monitor and evaluate programs, projects, or processes; coordinate multiple projects simultaneously. Assist and coordinate in strategic communications and change management initiatives across IG/I. Perform updates to IG/I SharePoint to ensure IG/I is providing updated information throughout the organization. May serve as the office coordinator, representative, or control officer for the IG/I, Law Enforcement, and/or investigative systems and applications. Analyze and maintain organizational records and ensure agency compliance with records retention requirements. Develop and implement strategies that promote products and services. Perform other related duties as assigned.

  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes (1) advising leadership on business process improvement; (2) assisting in budget formulation and strategic planning; and c) utilizing both qualitative and quantitative methods for program analysis. NO EDUCATION SUBSITUTION FOR SPECIALIZED EXPERIENCE AT THIS GRADE LEVEL. GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes (1) supporting/assisting in agency procurement process; (2) utilization of qualitative and quantitative data analysis methods; (3) preparing internal and external reports. NO EDUCATION SUBSITUTION FOR SPECIALIZED EXPERIENCE AT THIS GRADE LEVEL. GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. one year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes (1) updating agency website/SharePoint; (2) assist with planning of trainings, conferences, etc.; (3) researches and prepares responses to external requests for information. OR EDUCATION: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. TRANSCRIPTS REQUIRED. OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
