This position is located in the US Department of Justice (DOJ), Justice Management Division (JMD), Facilities and Administrative Services Staff (FASS), Justice Building Services (JBS). The incumbent oversees the overall administration and direction of preventive maintenance services program for all Robert F. Kennedy Main Justice Building (RFK) operations and is responsible for all equipment preventative maintenance (PM) activities and programs.

The duties and responsibilities of a Supervisory Facility Operations Specialist generally include, but are not limited to, the following: Performs the administrative and human resource management functions relative to the staff supervised. Resolves informal complaints and grievances, and develops work improvement plans recommending personnel actions as necessary. Researches and analyzes needs and critical problems for facilities programs and operations. Participates in/or plans conferences and meetings needed to address various building maintenance and construction issues. Develops criteria for work procedures and develops contract requirements when necessary in order to complete work. Supervises the diagnosis of faulty equipment, repairs, modifications, and relocation of equipment on various special purpose air conditioning units and systems and other building systems that are frequently modified to provide specific and critical climate conditions. Determines courses of action to be taken to address changes in programs, technological developments, and events that cannot be predicted, or conflicting requirements. Reviews and analyzes work plans established by the staff and/or foremen of the construction and maintenance shops.

Qualifications

To qualify for the position of Supervisory Facility Operations Specialist, (GS-1640-13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade. Basic Requirements: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. (NOTE: Transcripts must be provided) OR Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below. Specialized Experience for this GS-1640-13 position: One full year of specialized experience equivalent to the GS-12 grade level or equivalent band in the Federal service, which includes: Coordinating with other organizations to change plans, methods, or procedures to prevent problems, or to determine appropriate facility maintenance procedures based on the structural soundness of buildings or building materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.
