This position is located within VISN 4 Shared Services Unit. This position may serve in a developmental capacity and will evaluate applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verify eligibility, and rates and ranks applicants. Adjudicate and make decisions on applicant appeals and agency's request to pass over (or objects to) eligible(s) certified, and provide input to the immediate supervisor on final decisions.
Duties
Duties Include:
Recruitment & Placement - 55%
Prepares or edits final drafts, examination announcement, recruiting plans, rating schedules and qualification inquiry forms in subject matter areas which the qualification and methods for their determination involve difficulty in definition and development
Reviews work of this nature done by lower staff, as requested by the immediate supervisor
Prepares vacancy announcements based on Position Description (PD) and/or functional statements (FS) and Subject Matter Expert (SME) analysis of the position, qualifies/disqualifies applicants, and maintains all documentation for the job announcement
Reviews and consults, in conjunction with the hiring manager, on job analysis and/or rating and ranking panels when needed
The incumbent processes a variety of requests for personnel action (RPAs) to fill a variety of positions
Coordinates and works with local and regional operations regarding priorities for positions to be filled
Identifies management problems and analyzes them from the management viewpoint. For instance, if particular jobs cannot be filled, assists in the planning of a solution by advising on availability of needed skills and previously overlooked sources of candidates, and achieving full utilization of available skills
Coordinates with local and regional supervisors, managers, and other HR specialists on possible regulatory changes
Supports the employment program by advising supervisors and managers on the fundamental legal and regulatory provisions of employment programs
Recommends strategies for overcoming employment barriers
Receives and reviews local and regional recruitment requests and contacts the Selecting Official to finalize the recruitment action
Provides technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc.
Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems
Performs internal placement duties that include conducting job analysis, preparing promotion and placement products, and issuing referral certificates
Consultation - 45%
Collaboratively evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; coordinates with advisory staff to obtain management information; advises staff on difficult and unusual recruitment, placement and pay issues or problems
Coordinates with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process
Advises on the selection of SMEs and the rating panel process
Provides management advisory services in conformance with established criteria to resolve conventional problems that arise in administering an applicant recruitment
Prepares written correspondence and other documents
Writes a variety of documents to include items for newsletters, information needed on congressional inquiries, responses to reconsiderations, letters responding to inquiries from employees and other customers, and provides guidance on regulations, policies, directives and applicable supplements
Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs-including both local and virtual fairs-social media recruitment campaigns, targeting new talent through universities and their future graduates, and private sector targeting that develops and enhances a robust pipeline of specialty talent
Promotion Potential: The selectee may be promoted to the full performance level GS-12 without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00am - 4:30 pm Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-7 level, you meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-5 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of federal or non-federal personnel regulations and laws; explaining business processes, rules, regulations, and laws; processing personnel actions using automated personnel systems; responding to customer inquiries.

Education: Successful completion of one full year of graduate level education or Superior Academic Achievement (S.A.A.). The S.A.A. provision is an educational achievement based on class standing, grade-point average or honor society membership. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Combination: Combinations of successfully completed graduate level education (beyond a bachelors degree) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.

Superior Academic Achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The full provision for Superior Academic Achievement (S.A.A.) is described in the

- Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
