The VHA has adopted the HR Modernization & Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource functions & services. This improvement will best support the needs of the Veteran Integrated Service Network's diverse workforce and the expectations of management related to the acquisition, compensation, retention, & performance of staff, as well as the consistent execution of HR-related functions to benefit both staff and Veterans.
Duties

The purpose of this position is to supervise a VISN Work life/Benefit (WLB) and Reasonable Accommodation (RA) Shared Service Unit (SSU) that provides services, support, and advice in WLB and RA in support of all VHA medical centers and the Network. Incumbent promotes organizational efforts to support a balance between work and personal life that fosters employee engagement and productivity by providing federal leave program and Work life/Employee benefits services to VHA employees and supervisory/managerial staff. Incumbent also supports the provision of reasonable accommodations allowing VHA staff to perform the essential functions of their position. This position is organizationally aligned under the VISN Human Resources Employee/Labor Relations Division, reporting to the ER\LR Chief. Some of the major duties of this position include, and are not limited to:
Serves as the Work life Balance and Reasonable Accommodation (RA) expert pertaining to relevant laws, procedures, and regulations
Manages the administration of Federal Leave Programs, employee group life insurance, health benefits, Thrift Savings Plan (TSP) and other Work life programs
Trains subordinate staff regarding the latest information pertaining to Reasonable Accommodations and Work life programs
Briefs management and VISN leadership on the latest information pertaining to Reasonable Accommodations and Work life programs
Researches best practices pertaining to the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990, and the Americans with Disabilities Amendments Act (ADAAA) of 2008
Serves as VISN or region Reasonable Accommodation Coordinator and subject matter expert
Processes requests for accommodation to ensure that time frames are met, and procedures followed
Provides employees or applicants for employment with reasonable accommodation packages and advises them on the appropriate procedures for completing the package
Coordinates with other areas of Human Resources, including Recruitment & Placement, Employee/Labor Relations, Retirement Shared Service Office (RSSO) and Workers Compensation to ensure employee is advised of their rights under benefit programs which may be appropriate to them
Assists managers in determining the essential duties of a position
Identifies barriers and possible modifications that would allow people with disabilities to perform said duties
Provides managers with information on RA and needs assessments for applicants and employees with disabilities
Consults with Office of General Council and Occupational Health (or similar entities) to assess and discuss potential accommodations and effects in allowing an employee to perform essential job functions
Ensures human resources specialists under span of control consult with the employee and labor relations section to determine if and how reasonable accommodations are affected by the agency collective bargaining agreement
Provides statistical reports with respect to processing requests for reasonable accommodation
Ensures human resources specialist under span of control work closely with General Counsel (or other legal entity) for requests where accommodation is either declined by employee or there is no accommodation that can be provided
Plans and directs work of subordinates
Ensures adequate training of subordinates
Evaluates staff performance and provides feedback on how to improve
Assesses employee performance and writes appraisals that accurately depict employees' performance
Approves subordinates leave requests and ensures continuous adequate coverage including for peak workloads and traditional holiday vacation time

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing guidance with work life balance programs; facilitating reasonable accommodation requests between managers and employees; generating and analyzing statistical reports with respect to processing requests for reasonable accommodations; interpreting guidance pertaining to Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990, and the Americans with Disabilities Amendments Act (ADAAA) of 2008.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: providing guidance and consultation with Thrift Savings Plan (TSP) management, Federal Life Insurance, Health Benefits, leave (advanced, sick, FMLA, etc.) and other work life balance programs; facilitating reasonable accommodation requests between managers and employees; assessing employee performance and writing performance appraisals that accurately depict employees' performance; generating and analyzing statistical reports with respect to processing requests for reasonable accommodations; initiating corrective measures for employees who are not meeting expectations; interpreting guidance pertaining to Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990, and the Americans with Disabilities Amendments Act (ADAAA) of 2008..
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
