This position serves as the Shared Service Unit (SSU) ER/LR Chief responsible for providing employee relations, labor relations, performance management, work life, reasonable accommodations, suitability, worker's compensation, training and development and/or other special programs to a large, highly customized and innovative, complex, multi-mission VISN and its subordinate facilities.
This is not a remote position.

The Supervisory Human Resources Specialist, Employee & Labor Relations, functions as a Section Chief within the Network ER/LR Shared Services Unit. The selectee reports to the Deputy HRO and has the capacity to act on their behalf to address a broad scope of HR functions and issues. This position typically is the subject matter expert for matters involving complex employee relations and/or labor relations topics and can be counted on to provide expert advice in labor disputes, arbitrations, unfair labor practice filings, as well as provide sound guidance to Senior Leadership in matters involving performance, conduct, and labor issues. The selectee is responsible for leading a team of employee and labor relations specialists, a reasonable accommodation unit, a worklife benefits unit, and a suitability unit. The Chief also provides guidance and support to matters arising within the Network office.
Major duties include:
Program Oversight of Labor Relations, Employee Relations, EEO, Reasonable Accommodation, Suitability and Adjudication, Worklife Benefits, leave programs, performance management and awards for the VISN consolidated HR Department.
Supervises multiple HR Teams in Labor Relations, Employee Relations, EEO, Reasonable Accommodation, Suitability and Adjudication, Worklife Benefits, leave programs, performance management and awards across the VISN 4 facilities.
The position oversees and directs a large and complex Employee and Relations program and responsibility for staff assignments that require analyzing and evaluating controversial and complex projects or cases, interpreting new or existing Employee and Labor relations policy, providing formal and informal assistance and advice, and conducting special assignments.
Executes and evaluates the HR employee relations program and reviews, analyzes and makes recommendations on the effects of proposed and actual changes to employee relations policies and guidelines with VISN-wide impact to Executive HR Management.
Provides leadership relative to disciplinary and adverse actions, grievances, appeals, unfair labor practices, contract violations, whistleblower protection, etc. to enable managers and supervisors to properly plan, develop, organize, and manage work and teams.- Provides advisory services to program managers on significant issues, such as establishing criteria, formulating projects, or researching or analyzing a variety of unusual conditions, problems, or questions.
Provides managers and employees with information and interpretations of employee conduct and performance management norms when the issues require substantial interpretation, there is potential for controversy, and/or the issue involves more than one area of HR policy.
Executes the oversight and interpretation of directives and regulations for many different and unrelated programs, processes, and methods related to FEGLI, TSP, FMLA, FEHB, Flex Spending Accounts (FSAFEDS), Long-term Care, Open Enrollment, Leave, and other subsidies and benefits.
Participates in operational and strategic planning with the VISN HRO and Deputy HRO to determine the effect of any proposed changes to these programs.
Executes the Network consolidated HR team toward meeting the organization's vision, mission, and goals.- Ensures the program delivers a comprehensive training plan, training and development services to fully meet the needs of internal and external customers.
Work Schedule: Monday - Friday 8:00 AM - 4:30 PM

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:
Supervisory experience in Labor Relations, Employee Relations, EEO, Reasonable Accommodation, Suitability and Adjudication, Worklife Benefits, leave programs, performance management and awards. (TRANSCRIPTS REQUIRED)
OR
Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Mastery level knowledge of Labor Relations, Employee Relations, EEO, Reasonable Accommodation, Suitability and Adjudication, Worklife Benefits, leave programs, performance management and awards, as well as policies and regulations to address a variety of complex and precedent-setting issues. Experience in Staffing and Pay Administration laws, and the Workers Compensation program and Classification system. Must have a broad knowledge of the organization, its policies, its mission, and operating programs as well as a high degree of insight into the relationship between different Agency operating procedures, regulations and statutes. Extensive knowledge and experience with handling negotiation techniques, theory and principles of management, and organization of human resources..

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
