Duties
Serves as first level supervisor, providing administrative and technical supervision to a variety of technical and administrative employees engaged in communications planning and information technology project management.
Serves as principal planner responsible for planning, synchronizing, and coordinating support.
Provides integrated staff planning development and feasibility analysis to support operational planning of supported commands.
Evaluates DoD, Joint and Army directives, plans, orders, and other operational documents and provides input and implements strategies, plans, and policies.
Leads, directs, and manages multidisciplinary teams that conduct command-wide Information Technology (IT) analysis of strategic planning, reengineering issues, and program integration to ensure implementation supports the command's strategic plan.
Serves as the principal action officer and program leader in the planning and development of SMDC IT/Signal requirements, organizational structure, missions and functions, and operational conduct.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent of this position must be able to acquire and maintain a TOP SECRET/Special Access (SCI) security clearance based upon current and favorable Special Background Investigation (SBI).
- This position is covered by the Civilian drug testing Program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- TDY may constitute up to 20% of time both within and outside the Continental United States.

Specialized Experience: One year of specialized experience which includes demonstrated experience in providing technical assistance in the areas such as acquisition, system capacity, deployment, and operational mission support performing IT; interpreting metrics for the evaluation of IT program effectiveness and efficiency in support of future IT planning; and applying critical thinking to develop IT/Signal Courses of Action (COA).
This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade/level position in the federal service (NH-02).
