This position is an Engineering Equipment Operator, WG-5716-10 working in Yuma, Arizona, for the Imperial National Wildlife Refuge. Duties

As an Engineering Equipment Operator, your duties will include, but are not limited to, the following: Plan basic approaches to accomplish assigned tasks when operating equipment. Operate a variety of tracked and wheeled heavy equipment such as excavators, dump trucks, motor-graders, agricultural and articulating tractors with implements, and dozers to D6 size. Load, unload and transport equipment for long distances. Perform safety checks, such as checking fluid levels, fuel, lubricate, etc., on equipment and/or attachments before operation. Select appropriate tractor and/or equipment to work on terrain features such as steepness of slopes, size of obstacles, and/or depth of holes to accomplish necessary work. Operate farm tractors with auxiliary equipment for farming, mowing, maintaining dikes, and other related activities. Complete work assignments through oral and/or written instructions, often without direct supervision, adhering to policies, technical manuals, and techniques learned in training to ensure the safety of yourself and others, and minimize damage to equipment. Adjust all attachments, usually without stopping the power unit or equipment, for proper level, angle, and depth, according to the work to be done and type of equipment used. Estimate terrain features, such as steepness of slopes, sizes of obstacles, depth of holes and the type of equipment required to overcome the terrain features, accomplish the work, and prevent overturning of the tractor and equipment. Operate equipment in wet/boggy terrain using mats or similar devices. Operate heavy equipment close to buildings, drop-offs, irrigation canals and water control structures such as dams, concrete headwalls and metal pipes. Utilize a basic knowledge of the nature of terrain soil and surface/subsurface conditions in operating engineering equipment in a safe and effective manner. Perform routine building and/or facility maintenance and repairs requiring knowledge/skill in such trades as electrical, welding, carpentry, and plumbing, and ability to read blueprints. Use welding equipment and acetylene torches to make repairs or fabricate various metal pieces and jigs. Perform minor plumbing repairs such as fixing water leaks, stopped-up pipes and changing faucets, fixtures, etc. Service and/or repair equipment (before, during and after operation) that includes checking fluids, lubricating, replacing components that require dismantling of the equipment such as radiators, hydraulic tanks, alternators, tracks, and excavator bucket teeth, and rebuilding components. Track all maintenance program repair, replacement, operational and improvement activities via written notes, records and reports. Use credit card to procure parts for equipment repairs; balance monthly statements and keep audit-level accurate records to remain policy and regulation compliant. Keep written maintenance records for all equipment operated and keep equipment logbooks up-to-date at all times. Use a computer to maintain a maintenance database on recurring maintenance needs for equipment.

Qualifications

By the closing date of this announcement, you must meet the requirements of the Office of Personnel Management (OPM) Handbook X118C, Job Qualification System for Trades and Labor Occupation. http://www.opm.gov/qualifications/x-118c/ Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level, and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date of this announcement will be considered. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements. The screen out element for this position is: Ability to do the work of an Engineering Equipment Operator without more than normal supervision. Skill in operating heavy equipment; reliability and dependability as an Engineering Equipment Operator Knowledge of various terrain/conditions and understand grade levels to install pipes/structures at specified elevations Ability To Use and Maintain Tools and Equipment Work Practices (includes keeping things neat, clean, and in order) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.
