This position is located in the Department of Homeland Security (DHS), United State Coast Guard (USCG), Commandant, Vice Commandant, Deputy Commandant for Operations, Intelligence Training Division (CG-211), Washington, DC.
Duties
This position will require you to address a wide variety of issues pertaining to intelligence workforce policy development, workforce structure, recruiting, training, and professional development for members of the Coast Guard Intelligence Program (CGIP). You will be responsible for developing the CGIP's intelligence training and professional development program for active-duty officers and enlisted, reserve officers and enlisted, and civilian intelligence personnel. Additionally, you will assist in developing formal requirements to drive the CGIP and shape the future of its Intelligence Program workforce, which includes the preparation and coordination of required reports to congressional committees exercising oversight of the CG's intelligence workforce.Being a CG civilian makes you a valuable member of the CG team. Qualifications
To qualify for the GS-9: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-7) that is similar to experience gained in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; applying pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; conducting studies on the work processes, and administrative operations of an organization; and conducting detailed analyses of complex functions and work processes.

A master's or equivalent graduate degree;OR2 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.ORA combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
To qualify for the GS-11: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-09) that is similar to experience gained in the federal sector. Specialized experience include: assisting in the planning, direction and evaluation of an intelligence training and professional development program; assisting in completing projects, collection requests, and requests for information; assisting in completing data collection activities and assisting in completing broad research and analysis programs related to intelligence training and professional developing for military and civilian personnel; assisting in evaluating the overall effectiveness and adequacy of an intelligence organization's workforce in the light of its mission; and assisting initiating intelligence training and professional developments projects; OR at least one of the following if using education to qualify at this grade level:
(A) a Ph.D. or equivalent doctoral degree OR
(B) 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
