Duties
This Program Analyst position is located in the Training Operations Division (TOD), Training and Development (T&D), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Provides recommendations for, and coordinates the implementation of, strategic programs and operations; monitors execution to ensure success.
Advises management on the operational effectiveness and efficiency of assigned programs. Provide recommendation to address areas of concerns; oversees implementation of fixes and assesses effectiveness of solutions.
Collaborates with the supervisor on determining program goals, objectives and overall framework.
Applies advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and viability of organizational programs.
Performs project type assignments; designs project plan, establishes timelines, determines resource requirements, executes (or oversees execution of) project activities, and evaluates success of accomplishing objectives.
Participates in discussions, meetings, conferences and conference calls with administrative and technical personnel, other subject matter experts, and other agency officials.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
Gathering and compiling information in relation to training program concepts and requirements for presentation to audiences with varying levels of understanding and experience.
Preparing written briefings, program/project plans, and reports that will inform management on training program operations, elements and requirements.
Applying quantitative and qualitative methods in order to access program efficiency.

Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
