Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Management Support Division, Security Branch in Sterling, VA..
At the full performance level (GS-9) the major duties of this position include, but are not limited to the following:
The incumbent serves as an initial point of contact and receives incoming investigative documents. These documents may be provided by BSEE personnel, individuals undergoing a background investigation, or by another federal agency that has conducted a background investigation.
The incumbent will be assigned roles in the USAccess and DOIAccess systems to ensure that HSPD-12 credentials are requests, sponsored, and adjudicated as per Bureau, Department, and federal policies. The incumbent will be given access to the National Background Investigation System (NBIS) and its sub-systems to process personnel vetting activities (e.g., requesting background investigations, adjudicating background investigations, managing national security clearances, etc.).
The incumbent will be a primary point of contact for individuals undergoing background investigations and will provide guidance on how to respond to requests for information or to take action (e.g., how to fill out investigative questionnaires, how to schedule appointments to submit fingerprints for their investigations, how to respond to requests for information from an adjudicator, etc.).
The incumbent reviews incoming documents and information to ensure that what has been submitted is complete and is in reference to a current or prospective member of the BSEE's workforce, and to ensure that any issues are flagged for action/resolution by another, more senior member of the Branch.
The incumbent will be a point of contact for security offices outside the Bureau and for personnel within the Bureau, e.g., Human Resources staff and/or Contracting Officers Representatives, and provide expert guidance to any inquiries regarding the status of background investigations, national security clearances, HSPD-12 credentials, or any other aspect of the Bureau's vetting program.
The incumbent recommends, develops, and implements new procedures with stakeholders in the Bureau's personnel vetting program (e.g., HR, CORs, budget offices, etc.) to foster the efficiency and effectiveness of the Bureau's personnel vetting program. The incumbent maintains and provides statistical reports and spreadsheets relevant to their personnel security duties.
Incumbent is responsible for handling and reviewing casefiles of all types of investigations and categories of personnel to ensure that vetting processes have been administered appropriately and that no critical steps or documents have been omitted. The incumbent will work directly with team members to address any missing documentation or administrative actions.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-07: $53,105 (Step 1) - $69,035 (Step 10) per annum.
GS-09: $64,957 (Step 1) - $84,441(Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet A, B, or C defined below for the grade to which you are applying.
GS-07
A. Specialized Experience: To qualify at the GS-07 grade level, you must have at least one FULL year of specialized experience equivalent to at least the GS-05 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
Specialized experience is defined as: 1) Experience interpreting and applying Federal regulations, manuals, directives, and instruction regarding personnel security processes; 2) Receiving and screening personnel security documentation for completeness and accuracy; 3) Providing support with administrative functions as it relates to reviewing and releasing e-QIP.

B. Education: Completion of one full year of graduate level education or a Bachelor's degree with superior academic achievement*
OR
C. Combination of Education and Experience: A qualifying combination of specialized experience and post-high school education in excess of the first 36 semester hours (i.e., credits received beyond the second year). A combination of specialized experience and education that totals 100% of the experience requirement.

GS-09
A. Specialized Experience: To qualify at the GS-09 grade level, you must have at least one FULL year of specialized experience equivalent to at least the GS-07 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
Specialized experience is defined as: 1) Applying personnel security policy, procedures, techniques, equipment and methods to identify and report conflicts in procedural issues; 2) Assist in making security clearance adjudications, suitability determinations and recommendations; 3) Respond to questions and inquiries involving personnel security and suitability.

B. Education: You have completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related.

C. Combination of Education and Experience: You have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
