The Division of Data (DoD) is headed by the Chief Data Officer and serves as the leading authority on the Commission’s data strategies.  The Division is comprised of the Data Operations and Standards Branch (DOSB).  The DOSB focuses on the data architecture and development, data requirements collection and analysis, data standards development, data strategy development, information classification and management, and data policy functions.

Qualifications

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. CT-14 Level: To qualify for the CT-14 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-13 level).   Specialized Experience - Specialized experience is defined as that through which one has gained mastery of, and skill in applying, database management concepts and techniques; project management principles and methods; data mining, storage, and warehousing methods; and the organization IT infrastructure sufficient to: Independently develop and manage large-scale, organization-wide, data acquisition, development and standardization projects for mission critical data, using in-depth knowledge of components, interfaces, data requirements and data standards.   Develop and interpret policies, procedures, and strategies involved in planning and delivery of data-centric services throughout an organization.   Conduct complex business analyses and complex studies, leading to the successful development of data solutions and risk mitigation strategies.

Education is not required, nor may it be substituted for specialized experience.
