Duties

Performs direct compliance responsibilities for physically stored hazardous materials at the DLA Disposition Services site to include a 90-day hazardous storage facility and/or a Conforming Storage Facility for all hazardous materials generated. Determines when permits are required, prepares or coordinates the preparation of the applications and resolves any problems to assure that permits are obtained at the right time. Investigates and evaluates TSDF capabilities and acceptability by assuring compliance with EPA, state, local, and international standards, as well as DoD/DLA policies and disposal contract specifications. Vetting HM/HW transporters and TSDFs by reviewing regulatory permits and licenses to ascertain transportation, treatment, recycling and disposal processes.

Qualifications

To qualify for an Environment Protection Specialist your resume and supporting documentation must support:? Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applying environmental regulations, to include federal, state and local requirements. Managing 90-day storage area or Conforming Storage Facility (CSF), while ensuring proper labeling of hazardous waste containers. Reviewing and interpreting environmental permits and associated documents. Conducting operational audits of hazardous waste disposal treatment storage and disposal facilities. Writing comprehensive audit reports, detailed timelines and other standard documents. Utilizing digital records management to create digital files, track data, and organize and maintain online records. Education Substitution: To qualify at the GS-11 grade level based upon education, in lieu of specialized experience, the applicant must possess a PhD. Or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as EE. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone. The incumbent is subject to repeated deployments. Duration of deployment generally does not exceed six months with a possible dwell time of 12-18 months. The incumbent may be required to deploy as soon as 90 days from their return. The incumbent must sign the Statement of Understanding and Agreement for Expeditionary Civilian (EC) positions indicating at all times to meet and maintain readiness requirements and be fully equipped, trained and qualified to deploy. When not in a deployment status the work performed at your home station is to compliment the operations at the DLA Disposition Services location.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
