Duties
Provides technical expertise in the field to agency components on a wide range of difficult and complex environmental protection issues
Serves as an Environmental Program Manager for Defense Logistics Agency (DLA) ? Disposition Services
Tracks and synchronizes efforts among all internal and external stakeholders
Ensure Hazardous Material and Hazardous Waste are managed, transported, and disposed of in accordance with all Host-Nation and international laws and regulations, and DoD policies, instructions, and manuals
Provides guidance, training and instruction to DLA environmental specialists, military services
and other internal and external stakeholders on Overseas Environmental Baseline Guidance Document (OEBGD), Final/Environmental Governing Standards (FGS/EGS), and other applicable regulations, manuals, instruction and policy
Performs extensive liaison efforts with DLA, DoD activities, International / Foreign / Federal / State / Local government environmental authorities, military service component representatives, and DLA contractors
Ensures DLA DS personnel and DLA DS Contractors are in full compliance with all applicable environmental requirements and DoD hazardous waste is disposed of in the most effective and efficient manner
Maintains liaison with the military services and other federal agencies in the exchange of disposal information, coordination of new programs, and promotion of agency disposal programs
Develops new policy and procedures
Identifies and documents environmental compliance status of field activities, HW contractor storage, treatment or disposal facilities, and hazardous property sales customers
Conducts research and review of laws and regulations related to overseas hazardous waste management and disposal. Reviews and provides coordinated input on policies, guidance, manuals, instructions, governing standards and other documents/agreements

Qualifications
To qualify for an Environmental Protection Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Performing HW disposal operations / management, Transportation of Hazardous Waste/Material and Hazardous Waste treatment/disposal. Developing policy guidance and procedural material, creating reports and detailed analysis of disposal trends, ability to respond to congressional or other FOIA requests.
Identifying and interpreting governmental/international environmental laws and disposal regulations as they pertain to DoD environmental policies, programs, in the coordination and development of the Overseas Environmental Baseline Guidance Document (OEBGD) and Environmental/Final Governing Standards (EGS)/(FGS).Conducting briefings, engagement and training to internal and external stakeholders on the OEBGD, FGS/EGS, and other applicable regulations, manuals, instruction and policy pertaining to overseas hazardous waste management.
Performing extensive liaison efforts with DLA, DoD activities, International / Foreign / Federal / State / Local government environmental authorities, military service component representatives, and/or DLA contractors.
Planning and conducting field audits to internal agency facilities, contractor facilities and other activities to evaluate new ways to implement program requirements related to environmental compliance and resolving unusual problems of hazardous waste disposal and management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands
Work requires some physical exertion such as long periods of standing, walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, reaching or similar activity; or recurring lifting of moderately heavy items such as small equipment or boxes. Frequent travel may be involved (using various modes of transportation including military).
Physical exertion may be required for heavy lifting: carrying suitcases, laptop and/or computer projector for briefings, etc. Individual stress conditions may be caused by weather problems (extreme heat and sandstorms). The work may require specific but common physical characteristics and abilities such as above average agility and dexterity.
Work Environment
Work associated with this position ranges from secure office requiring observance of special safety and security precautions and/or special protective clothing. Work may involve exposure to hazards, unpleasantness, and discomfort such as physical stressors and adverse weather conditions.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
