This position is located in the Department of the Chief Executive Officer, Office of Diversity, Equity, Inclusion and Accessibility.
Duties
The incumbent will perform duties to include:
Coordinating and tracking documents and case records regarding accommodations.
Cultivate and maintain productive working relationships with colleagues, stakeholders, and leadership to share information of interest, explain the specifics of reasonable accommodation programs and/or EEO programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.
Serve as the Disability Program Manager (DPM) and Reasonable Accommodation Program Manager (RAPM), primarily responsible for the development, implementation, and operation of the Agency's Disability Program, and support of recipient accommodation guidance.
Applying a working knowledge of EEO laws, Executive Orders, regulations and procedures, to a variety of difficult and complex assignments.
Interpreting and applying Federal case law and statutes, Equal Employment Opportunity Commission regulations, policies, and practices, and Merit Systems Protection Board regulations, as they pertain to employment and working conditions to prepare procedural and merit-based FADs.
Administering the informal and formal complaint process. Ensures complaints are processed in accordance with regulatory procedures and established timeframes.
Functioning as an EEO counselor, endeavors to resolve employee concerns and complaints through fact-finding and negotiation. Prepares the EEO counselor report ensuring appropriate closeout of informal processes are accomplished.
Documenting claims accepted for investigation in discrimination complaints. Documentation delineates the basis for the claim.
Conducting reviews of investigative plans and document requests for sufficiency. Reviews reports of investigation and writes or edits final Agency decisions.
Analyzing, adjudicating, and drafting final Agency decisions and actions to include, Final Orders, breach determinations, procedural dismissals, and decisions on attorney's fees and costs and compensatory damages.
Arranging mediation support and ensures completion of informal and formal procedures. Drafts Agency recommendations concerning mediation of employee complaints.
Providing advisory and consulting services to employees at all levels concerning equal employment opportunity and issues of discrimination.
Planning and executing special emphasis activities and conducting EEO training.
Reviewing work product(s) submitted by contractors.
Handling requests for Reasonable Accommodation, as assigned.
Requirements

- A 2-year probationary period is required for new Federal employees and supervisors.
- Merit Promotion and internal applicants must submit a SF-50 to verify Status and grade
- Satisfactory completion of a background investigation.

Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to, at least, the upper range of the NY-02 pay band in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following:
I have one year of specialized experience comparable in scope and responsibility to the mid-range of the NY-02 pay band, which is at, or equivalent to the GS-09 level
1. Applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures; AND
2. Coordinating and tracking documents and case records regarding accommodations; AND
3. Developing, implementing and managing an aspect of an organization's Equal Employment Opportunity (EEO) program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
Such experience must be clearly documented in the applicant's resume.
Education
Education may not be substituted for specialized experience for this position.
