Duties

This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Budget and Administration. This announcement is for one vacancy. This vacancy will be located in either Sterling, Virginia; Jefferson, Louisiana; Anchorage, Alaska; or Camarillo, California. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Providing formulation and justification of anticipated budgetary needs. 2. Reporting of budget information; both high-level formulation and execution-informed formulation. 3. Track and analyze budget execution data to inform formulation activities and data calls. 4. Use financial management systems and OMB MAX databases. 5. Provide budget execution support. 6. Perform special, cross-cutting duties to include those that might cut across budget formulation, budget execution, program coordination, or other functional areas. The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory permission. Salary Information for each location is listed below: Sterling, Virginia GS-12, Step 1: $94,199.00 - GS-12, Step 10: $122,459.00 GS-13, Step 1: $112,015.00 - GS-13, Step 10: $145,617.00 Jefferson, Louisiana GS-12, Step 1: $82,830.00 - GS-12, Step 10: $107.680.00 GS-13, Step 1: $98,496.00 - GS-13, Step 10: $128,043.00 Camarillo, California GS-12, Step 1: $95,905.00 - GS-12, Step 10: $124,677.00 GS-13, Step 1: $114,044.00 - GS-13, Step 10: $148,255.00 Anchorage, Alaska GS-12, Step 1: $93,367.00 - GS-12, Step 10: $121,378.00 GS-13, Step 1: $111,026.00 - GS-13, Step 10: $144,331.00 First time hires to the Federal government normally start at the lower salary range of the grade level. Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the specialized experience for the series to which you are applying. Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience in applying the federal budget process, including knowledge of principles, concepts, laws, and regulations of budget administration. 2. Experience preparing, reviewing and justifying budget requests. 3. Experience in quantitative and qualitative analytics in order to research, understand, and explain financial data in the context of programmatic activities or objectives, and using these skills for the formulation and justification of budgets. 4.Experience pertinent basic statistical, financial, and economic principles and techniques, and or related computer applications. 5. Experience developing and explaining budget formulation related narratives. Must meet all. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience in applying the Federal budget process, including knowledge of principles, concepts, laws, and regulations of budget administration. 2. Experience preparing, reviewing and justifying budget requests. 3. Experience in quantitative and qualitative analytics in order to research, understand, and explain financial data in the context of programmatic activities or objectives. 4. Experience with pertinent basic statistical, financial, and economic principles and techniques, and or related computer applications. 5. Experience presenting and interpreting complex budgetary and financial data in a simple, concise manner to various audiences including senior level management, budget and finance experts, and administrative support personnel. 6. Ability to communicate effectively, both orally and in writing (such as developing and explaining budget formulation related narratives and tables).
