This position is in the Federal Highway Administration (FHWA), Office of Human Resources, Policy, Planning and Data Analysis Division. The Workforce Planner is responsible for providing expert advice on workforce and succession planning to headquarters and field offices. The position provides expertise in creating and developing needs assessments, recruitment and retention programs and strategies, and integrating learning and development initiatives into a comprehensive corporate program.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include:
Experience developing workforce planning approaches and methods, utilizing techniques and software to analyze workforce metrics, reporting on key findings, and recommending strategies to address workforce needs.
Experience providing advisory services to customers on operational issues and on highly sensitive workforce and succession planning program issues.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13 and it must include:
Experience independently developing and implementing workforce planning approaches and methods, utilizing techniques and software to analyze workforce metrics, reporting on key findings, and recommending strategies to address workforce needs.
Experience independently utilizing a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on highly sensitive workforce and succession planning program issues.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Workforce Planning - Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.
2. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
3. Oral Communication - Ability to engage in oral communication and present information in a clear way in a variety of situations for a variety of purposes and audiences.
4. Performance Measurement - Knowledge of the principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes.
5. Client Engagement/Change Management - Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture; knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.
