About the Position: Position resides in the Directorate for Resource Management, Accounting Department, at Naval Hospital Bremerton. Work is primarily sedentary, seated or standing at a desk, and collocated with peers and subordinates in a group of cubicles. Incumbent may occasionally lift small boxes of copier paper of paper files. Schedule is typically 8-hour days, M-F, with start times ranging between 0630 - 0800. This is a Direct Hire Solicitation

Duties

Provide assistance to assigned project teams in budgeting and cost analysis. Interpret standard organizational budgetary accounting, or financial administrative procedures, practices, and regulations. Generate and process vendor invoices and miscellaneous payments to vendors and employees from the ERP system. Evaluate the quality of work products of subordinate technicians. Provide formal and informal training to accounting staff. Recommend changes to management on accounting department internal processes and procedures, to include Defense Travel System (DTS) and Government Travel Charge Card (GTCC) program administration. Generate financial documents and executing financial transactions in the ERP system and supporting DHA and DoD financial statement audit efforts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 1 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
  • This position has been designated "Mission Essential". In the event of severe weather conditionsthe incumbent is required to report to work or remain at work as scheduled to support mission operations.

Qualifications

Specialized Experience: One year of specialized experience which includes assisting personnel performing accounting/Financial Management and/or budgeting functions in any of the following: preparing financial documents and executing financial transactions in an ERP system; performing analytical and administrative tasks related to Travel Systems and Travel Cards; coordinating business transactions with internal trading partners, vendors, and management; reviewing or reconciling transactions through an automated financial or accounting systems to enter and extract accounts data reports pertaining to payroll/cash control or benefit. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Accounting, Finance Economy. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
