About the Position This position is located at Fort Belvoir Community Hospital (now the A T Augusta Military Medical Center) with the Director for Medicine in the Department of Family Medicine Office of the Chief, Fort Belvoir VA. This is a Direct Hire Solicitation

Duties

Initiate, develop, plan, implement, evaluate, and monitor the utilization of health care policies, procedures, systems, and services to ensure they are beneficial and cost-effective. Facilitate an understanding of the assigned organizational units individual mission and an atmosphere conducive to quality patient care. Serve as Directorate and Clinic Chiefs Business Plan Subject Matter Expert, specifically related to utilization of the tool and the data elements that affect production/access goals. Gather and analyze data through observation, interviews, complaints, surveys, wellness/quality metrics, and other sources. Utilize extensive knowledge of data quality to ensure fidelity of healthcare access, quality, and productivity data related to interface errors, write-back, leak log, appointment utilization, clinical coding, and uniform business rules. Coordinate closely with clinical and administrative elements regarding matters affecting costs, program effectiveness, established wellness measures, and standards of healthcare delivery. Expertise in obtaining, analyzing and interpreting complex data sets from Military Health System (MHS) systems (Electronic Health System, M2, Clinical Data Mart/COM, PHN, Care Point etc.) and produce actionable information for command use. Coordinate, establish, and execute budget plans and establish financial priorities for personnel, services, supplies, and equipment based on available allocated funds. Supervise, plan and assign work, provide instruction/guidance, resolve complaints, effect minor disciplinary measures, evaluate work performance, identify training needs, interview candidates for vacant positions, and provide hiring recommendations.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position may require the incumbent to complete a one year supervisory probationary period.

Specialized Experience: One year of specialized experience which includes utilizing electronic healthcare systems, such as the MHS Genesis; evaluating or analyzing healthcare processes and recommending solutions; coordinates or recommends budgets for funds and resources; and providing supervision, leadership, or direction to employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify.
