About the Position: The incumbent serves as a planner for coastal and water resources projects within the San Francisco District. Using a well-developed professional knowledge of one or more of the social, biological, physical sciences or engineering. The incumbent provides input into a wide variety of flood risk management, and navigation planning efforts throughout the San Francisco District boundaries.
Duties
The incumbent directs and coordinates the activities of a range of technical specialists (economists, engineers, cultural resources specialists, environmentalists) ensuring their products meet the requirements of the planning deliverable, comprehending and synthesizing this material into a complete and technically accurate planning document.
Directs, manages, and conducts water and related land planning studies.
Establishes, monitors, and adjusts the study plan as necessary to respond to the study authority.
Scopes and identifies required adjustments to study costs and schedules based on intermediate results.
Leads an interdisciplinary team to formulate, develop and analyze water and related land resource projects.
Formulates alternatives which address sometimes conflicting objectives of national economic development, environmental quality, social wellbeing, and regional development.
Develops pre-project and post-project conditions which are expected to prevail in the area under study, including input on demography, hydrology, geomorphology, biology, etc.
Coordinates pertinent inter-jurisdictional planning activities and represents the District on all matters related to assigned studies.
Prepares briefing materials and presents briefing stakeholders such as internal decision makers, resource agencies, and the public.
Negotiates level of detail of technical studies with in-house technical experts and with contractors to direct scope of planning efforts and deliverables.
Develops and maintains communication networks with regulatory agencies, citizen, and special interest groups to establish a sensitivity to issues, programs, and goals as well as insure compatibility with Corps public participation policies.
Prepares various reports, studies, and final planning deliverables assuring consistency and technical accuracy of these deliverables.
Reviews and evaluates work performed under contract for accuracy, adequacy, completeness, and conformity with contract requirements and makes suggestions designed to improve the product.

In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience directly related to this occupation equivalent to the GS-11 level in the Federal service. Specialized experience is defined as: Experience coordinating teams made up of technical specialists from multiple disciplines in the execution of planning studies for water resource infrastructure projects and synthesizing interdisciplinary technical products from engineering, economics, environmental and other disciplines into a complete planning document; scoping planning study costs and schedules; leading alternative formulation, evaluation, and study recommendations; preparing and delivering presentations or correspondence regarding planning efforts to stakeholders such as decision makers, resource agencies, or the public; and ensuring studies are compliant with applicable laws, regulations, and planning guidance.
Education
