This position is in the Primary Care Service at the Salem VA Healthcare System. The Primary Care Service encompasses nine PACT Teams at Salem VA Healthcare System, Women's Health Clinic, five CBOC locations, Employee Occupational Health, Environmental Registry Program and Telehealth, and is
inclusive of physicians, physician assistants, nurse practitioners and administrative staff.
Duties
The Program Specialist provides administrative support, analysis, and recommendations for the Primary Care Service Line (PCSL) to improve efficiency and effectiveness in effort to deliver quality care to veterans. This position serves as part of the Primary Care Administrative Team and will report to the Primary Care Service Chief. The incumbent will be available to assist the Chief of PCSL, Assistant Chief of PCSL, Chief Nurse of PCSL, and Administrative Officer when needed.
Major duties include but are not limited to the following:
The incumbent will be responsible for data abstraction for tracking of measures used for measuring provider performance (OPPE). The incumbent will plan, develop, and conduct internal review studies on an ad-hoc basis. This task is ongoing and requires quarterly pulls of provider workload, assigning chart reviews to providers and tracking for their return. Additionally, information that is returned is compiled onto a shared workbook. This workbook also contains data collected from Coding Reviews, View Alert reports which the incumbent will pull weekly and provide to the Chief, PCSL. The workbook is used by the Primary Care Chief and Assistant Chief for annual performance reviews.
The incumbent will be responsible for daily monitoring, troubleshooting, networking with PACT team staffing to complete open encounters (EARR), unsigned/ uncosigned notes, and encounters without notes. This may involve submitting correction requests in LEAF.
The incumbent will also monitor for Primary Care Consults daily and take appropriate action. Consults are not common in Primary Care. The incumbent will be the person responsible for reviewing Consult Dashboard and alerting the responsible parties of the need for action, scheduling or follow-up.
The incumbent will also be a service level liaison for PATS-R and other customer service complaints. As part of this duty, the incumbent will receive, assign and follow PATS-R to completion. The incumbent will be responsible for to tracking and monitoring the completion of Congressional, White House, OIG and other suspense items. The incumbent will be called upon to draft responses utilizing the correct template.
The incumbent will analyze and recommend solutions using a variety of tools including VSSC reports, Pyramid Analytics, VistA reports/program functions (e.g., FILEMAN & ACRP) and Microsoft Office (e.g., Excel, Access, etc.). Resulting data includes trending and identifying gaps/discrepancies to assess program compliance and propose changes and/or improvements based on the completed analysis. Conducts engineered time standard studies of clerical, technical and professional functions related to primary care teams and activities.
Plans, develops, and conducts internal review studies on an ad-hoc basis of team activity. The studies are used to assess program compliance and propose changes to PACT teamwork practices with potential Medical Center impact. Reviews directives from headquarters and provides results on potential impact on the organization, recommending process and policy changes. Reviews and revises memoranda, SOPs and delegations of authority which affect the operational processes and procedures of the Service Line. Develops and maintains Service Line, clinic and provider level performance reports which monitor and trend progress of Service Line and Medical Center objectives and performance measures in quality (Clinic Reminders/Clinical Practice Guidelines), access, customer satisfaction, employee satisfaction and resource maximization. Assists Primary Care Service Line and clinic leadership in achieving improvements in areas below goal or requiring intervention by developing ad-hoc reports and patient lists, extracts, and pulls data using Pyramid Analytics, Excel and Access to collate and merge information.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience providing administrative support such as preparing responses to correspondence, scheduling appointments and meetings, tracking time and attendance and answering phones.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related .
