The Salem VA Medical Center is looking for an Assistant Chief of Health Administration Service to provide technical guidance and information on matters within the purview of Service-wide medical administration policies. The Assistant Chief has the responsibility of staff oversight at several locations and provides health administration program management activities.

Duties

Major duties include, but not limited to the following: Plans, organizes, directs, controls, and coordinates all program elements within the Health Administration Service in support of the organization's business goals and objectives. Ensures that the legal and regulatory requirements for Veterans' healthcare are met. Directs the HAS in broad patient administrative areas, providing resource allocation data and related interpretations for the assessment of the budget and other resources. Admits and discharges patients. Provides technical and administrative support to physicians, nurses, and other primary care providers. Maintains and evaluates medical records and ensures that all legal requirements for care are met. Oversees the implementation and monitoring of a variety of automated programs that capture patient workload data for use in management's short and long range plans for the facility, which directly impact resource distribution and budget projections. Serves as a management consultant on all matters within the purview of HAS policies. Delegated responsibility/authority for the planning, direction, control, coordination, operation, and evaluation of all Medical Center HAS functions. Works with clinical and administrative Service Chiefs to ensure that the work of the HAS is integrated with the work of other Services. Advises top management concerning VHA/VISN 6 and Medical Center policies, procedures, and resource allocation, especially in medical and patient administration matters. Develops the need for and maintains an awareness of available resources, and makes recommendations to Service Chiefs regarding the needs, distribution, or redistribution of resources within the HAS. Develops, implements, monitors, and adjusts plans to effectively and cost-efficiently accomplish the mission within the applicable budgetary constraints; and develops and implements systems and procedures for improving cost-effectiveness and productivity. Develops both long and short-range plans for the HAS by coordinating the medical administration needs of the Service. Provides the management services and technical counsel necessary to meet the procedural, legal, and administrative requirements related to the care and treatment of inpatients and outpatients in order to achieve the maximum utilization of treatment and care facilities. Reviews patient administration and patient care functions in order to identify areas where improvement could be realized by staff and operational personnel. Provides technical and administrative supervision to the various work units within the HAS through subordinate supervisors. Performs all second line/level supervisory duties; and oversees daily work operations of the units within the HAS and ensures agency policies and priorities are being followed. Plans, organizes, and directs the utilization of financial and staff resources. Monitors the usage of business resources for a complex Service Line. Represents management in labor management meetings, provides applicable, information and resolves conflicts and/or problems that may arise; and ensures management officials are familiar with the negotiated agreement. Plans, directs, organizes, coordinates, and controls overall medical administration operations through subordinate organizational segments and supervisory personnel. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 03/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employeesand have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Health System Specialist or HAS Scheduling Experience preferred. Microsoft Office tools, SharePoint management and Power BI experience preferred. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Lean Six Sigma experience, and program application experience; Managing all scheduling processes in the Medical Center as well as training for all scheduling staff; Knowledge of policies, procedures, regulations and laws pertaining to health care operations including scheduling, consults, customer service, auditing, training and information management; and representing HAS in the absence of the HAS Chief. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of the position should be primarily sedentary in nature, with the ability to be performed while seated comfortably. There may occasionally be some periods of walking, standing, bending, and carrying of light items. The major duties of this position support that the work performed is mostly sedentary in nature, although some short periods of walking and standing are required.
