Project and Space Activation Coordinator for the Salem VA Medical Center. The incumbent's main responsibility is to develop systems and procedures that will assist in the coordination of activities associated with all phases of assigned projects. The Project and Space Activation Coordinator works under the direction of the Chief, Facility Management Service.
Duties
Develop systems and procedures that will assist in the coordination of activities associated with all phases of assigned projects including, but not limited to initial planning design on-going construction, and post constructions activation actions at all sites of care including the main medical center, all Community Based Outpatient Clinics (CBOC's) Leased space, and any other site of care or of interest.
Based on planned capital project program, the medical center will be activating numerous new / renovated spaces over the next decade. The activation coordinator provides comprehensive planning of space activation following project completion as well as planning and coordinating interim space moves to make space available for projects. The position also coordinates internal space moves approved through the Planning and Space Utilization committee. Additionally, the position will coordinate among services for ad hoc local project initiatives throughout the medical center.
Develops procedures, oversees, and with assistance of Facility Management staff, coordinates all phases of projects activation involving (but not limited to) construction, major space moves (changes in function or occupancy requiring coordination among multiple services and or FMS shops to prepare spaces for their new uses and / or occupants), and non clinical equipment installations including pre-planning, submission of any application materials including mitigation requirements, all levels of analysis, design (Architect/Engineer work), actual construction activation activities. Projects involve both clinical and administrative Services. Conducts research of regulatory requirements, VA Guidelines and directives in relations space movement and project activation, including completion of data, data display and date analysis.
Plans and/or accomplishes special projects under the direction of the Chief, Facility Management Service through identification and coordination of stakeholder requirements, negotiating and reconciling competing interests, and reducing plans to written scope documents acceptable to all stakeholders. Coordinates and may implement new initiatives to improve, facilitate, and integrate hospital and CBOC operations inclusive of programs and systems.
Develops policies and procedures to oversee and coordinate the space management program at the main medical center, all CBOC's, leased space, and any other location of interest. Research and/or analyze space needs utilizing national guidance (OMB and VA directives and memoranda) and local policies, issues, problems, or program requirements with respect to space management and allocation.
Research and/or analyzes problems, issues, or program requirements regarding project activation and space management. Research and/or analyses both clinical and administrative issues with the respect to project activations and space allocations. Determines critical issues and prioritizes these for planning and action. Collects relevant information from a variety of internal VA and external sources, reviews information and applies standard analytical techniques.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10 or GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
