This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path (ACQ Demo) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: CECOM is participating in an alternative personnel system known as the Acquisition Demonstration Project. This non-supervisory position is subject to a salary control point equivalent to the GS-14 step 10 base salary.
Duties
As a principal analyst, collaborates with other IT Specialists and contractors in solving complex and far reaching enterprise architecture issues and problems for a wide range of systems, applications and customers.
Assessing the need to develop new systems, building systems to comply with DoD guidance, and ensuring systems meet user needs.
Ensuring compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs.
Developing and managing an efficient project organizational structure and apply system architecture principles to projects.
Leading the analysis of the current technology environment to detect critical deficiencies and recommending solutions for improvement.
Assisting with designing the governance activities associated with ensuring compliance.
Representing the Command or customer organization at configuration control boards and other resource management planning meetings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 36 months of entrance on duty.
- Secret security clearance is required.
- Temporary duty or Business Travel up to 25% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

Basic Requirement for IT Specialist: experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Specialized Experience: I have one year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service which includes: 1) Conducting enterprise architecture efforts for enterprise systems that support a wide range of functions, organizations, and/or processes; 2) Performing IT management activities, such as, strategic planning, workforce planning, policy and standards development, resource management or information security management; and 3) Consulting with customers and applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customers.
