About the Position: This Operations Research Analyst position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, Project Manager Positioning, Navigation & Timing, located at Aberdeen Proving Ground, Maryland.
Duties
Develop and improve Cost Estimating Relationships and techniques relating cost to physical and performance variables by mathematical expressions.
Gather historical cost and performance data, and establish relationships between hardware performance characteristics and design criteria to the elements of cost.
Apply technical and cost analysis background to the development of life cycle cost documentation.
Develop and modify cost model programs which meet the requirements of cost studies, variance analyses, and which result in cost estimating relationships.
Assist and advise cost estimating personnel at all organizational levels on matters pertaining to the development, availability, and application of cost analysis methodology.
Participate in the development of policies and procedures relative to cost analysis methodology.
Serve as a cost analyst in matters pertaining to the collection, presentation, analysis, and verification of data, techniques, methodologies, and formats associated with the cost analysis/cost estimating process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position requiring Practitioner Certification (formerly Level II).
- Selectee must meet position requirements for Business Financial Management and Cost Estimating within 60 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
- One-year probationary period may be required.

Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) conducting special cost studies on acquisition programs to provide alternatives for the overall utilization of manpower, funding, and materiel resources; 2) performing in-depth analysis of budget requests and making adjustments as required; and, 3) estimating incremental and total resources required such as manpower, materiel, and/or funding to support past, present, and/or future systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).???????

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02/GS-11).
