This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Supervisory Operations Research Analyst position is assigned to the Program Executive Office, Command, Control, Communications - Tactical (PEO C3T) located at Aberdeen Proving Ground, Maryland.
Duties
Plan, develop, formulate, and prepare required data and assorted narrative justifications for long-range budget exercises.
Performs a broad range of cost and/or economic analysis assignments using automated software involving unique problems, requirements for creativity, innovative use of techniques, advanced approaches, and/or new technologies.
Perform cost/operational analysis of program/system/project implementation and execution, in order to enable the effective programming of funding and manpower resources.
Performs life cycle analysis and economic analysis studies for major phases of varied equipment/systems, draws conclusions, and formulates recommendations concerning program approaches to management for decision-making purposes.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Cost Estimating (BUS-CE) within 60 months of entrance on duty.
- Business travel required up to 5% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-02. Specialized experience is defined as: 1) Conduct special cost studies on acquisition programs to provide alternatives for the overall utilization of manpower, funding, and materiel resources; 2) Perform in-depth analysis of budget requests and make adjustments as required; and, 3) Develop and provide Independent Government Cost Estimates (IGCE) to evaluate vendor cost proposals and develop evaluation report in support of the best contractual determinations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
In addition to meeting the qualification requirements above, to qualify for this position you must also meet the basic requirements listed below:
Basic Educational Requirement for Operations Research Analyst: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
