This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband.
Duties
Establishes contractual data requirements for monitoring contractor performance.
Performs a broad range of cost and/or economic analysis assignments involving unique problems, requirements for creativity, innovative use of techniques, advanced approaches, and/or new technologies.
Designs and performs various analytical studies using scientific methods.
Systematically examines alternative courses of action in terms of effectiveness and cost to help clarify relevant choices and their implications.
Establishes working relationships to support and resolve problems and difficulties.
Plans, establishes, monitors, and participates in the control and responsibility for the formulation, presentation, and execution of Project Manager (PM) programs involving life cycle program plans, assigned systems, and equipment.

- Selectee must meet position requirements for a PRACTITIONER level Certification in BUSINESS - COST ESTIMATING (BUS-CE) within 60 months of entry on duty.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Conducting special cost studies on acquisition programs applying the principles of operations research, analytical concepts, mathematics, and statistics to life cycle cost analyses; 2) Performing a broad range of analysis and cost modeling that require creativity, innovative use of techniques and technologies; and, 3) Formulating, defining, OR interpreting scientific methods to perform a variety of Cost Analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11grade levelOR equivalent grade level.
