You will serve as a Equal Employment Specialist in the Command Deputy EEO Office (N1E), EEO Programs Division (N1E1) of MILITARY SEALIFT COMMAND.
Duties
You will develop resolutions and disposition to EEO complaints of discrimination and prepare recommendations to higher authoritative levels
You will write and prepare complex appeal briefs, which requires the research of case law
You will write and prepare required written counselor reports
You will counsel or advise aggrieved persons about the EEO complaint process
You will manage command-wide programs such as the Complaint Processing Program
You will provide EEO counseling to employees, former employees and applicants for employment who believe they have been discriminated against
You will counsel and explain the Alternate Dispute Resolution (ADR) while advising aggrieved persons if the program is offered
You will provide advice to managers, supervisors, committees, employees, or applicants on legal and EEO program issues and requirements
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations.
- Occasional Overtime is maybe required.
- You will be required to obtain and maintain a current valid United States driver?s license.
Qualifications
For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience managing command-wide programs such as the complaint Processing Program, Affirmative Action Program, and all programs under the Special Emphasis Program
Experience counseling to employees, former employees and applicants for employment who believe they have been discriminated
Experience counseling aggrieved persons about the EEO complaint process
Experience writing and preparing written counselor reports
Experience consulting with cognizant line officials, attorneys, union officials, and other HR employees to develop resolutions and disposition to EEO complaints
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience counseling employees, former employees and applicants for employment who believe they have been discriminated
Experience writing and preparing written counselor reports
Experience writing and preparing written recommendation for acknowledgement for investigation or dismissal of the complaint to the serviced activity
Experience managing various databases in order to prepare reports/statistical data
Experience providing advice and assistance to managers, supervisors, committees, employees or applicants on legal and procedural EEO program issues and requirements
Experience managing various reoccurring EEO reports including reports of accomplishment, complaint workload, etc.

Education

- Ph.D. or equivalent doctoral degree
- 3 full years of progressively higher level graduate education leading to such a degree
