Duties
You will provide guidance and direction as part of the Naval Network Warfare Command (NAVNETWARCOM) Global Network Operations Security Center (GNOSC) Cyber Security watch operations.
You will brief daily situational awareness of the Nuclear command and control (NC3) system and provide assistance to NAVNETWARCOM Battle Watch Captain (BWC) in resolving NC3 technical and administration questions.
You will operate and maintain NC3 incident recording and ticketing databases and incorporate new data flows, queries, reports, and correlation analysis.
You will participate as a 24/7 Watch Team Member, to include nights, weekends, and holidays, providing guidance and direction as part of the NAVNETWARCOM GNOSC 24/7 watch operation.
You will use DoD/DON tools such as SPLUNK, What?s Up Gold (WUG), and Mission Assurance Decision System Support (MADSS).

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 461 within 12 months of appointment.
- You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Maintaining information assurance posture and operational status through provided tools and reporting; to include SPLUNK, Message Traffic communication, and Event Management systems.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinating with NAVNETWARCOM, Task Force 1010 and other relevant stakeholders to obtain most up-to-date system status, provide accurate and timely responses, and develop relevant products.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Negotiating strategies, formulating and outlining procedures, and interpreting facts and verbally communicating status updates and relevant information with, and between, BWC, senior leadership, and other relevant stakeholders.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Utilizing critical thinking skills to analyze NC3 operational status, identify missing or unclear information, and take corrective course to ensure accurate and timely status reporting.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
Experience identifying network anomalies, and determining solutions to integrate into configuration and management of networks;
Experience utilizing incident management methods sufficient to plan, implement, manage, and execute systems restoral and troubleshooting, report, track, resolve issues, and submit for root cause;
Experience planning and conducting system monitoring reviews for organization and its telecommunication systems;
Experience analyzing risk techniques, enterprise architecture, incident handling, and network monitoring incident response; AND
Experience using command and control system monitoring, operations and protocols; and performance management methods sufficient to implement and coordinate activities designed to ensure, protect, and restore services and capabilities.
