You will serve as a Program Analyst in the Weapons Support Division, Weapons and Energetics Department of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will lead teams of Security Cooperation personnel and technical SMEs. You will act as a liaison between TPO, NAWCWD, PMA, OEM, and Foreign Customer. You will provide risk/issue communications to TPO International Lead/Deputy, TPO Head and PMA Case Manager. You will perform conflict/issue resolution and task prioritization at the working level. You will oversee all areas of the Country's FMS program including: Program requirements and schedules; Yearly Country TPO budget, funding lines, and use of charging objects; Planning, tracking, deployment of Country technical releases/updates. You will research, draft, and track Foreign Disclosure requests.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/10) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Utilizing a wide range of technical and business systems, processes, and practices to oversee weapons systems and project management; 2) Developing/maintaining proficiency in International Programs/Security Cooperation guidelines and requirements; 3) Performing conflict/issue resolution and task prioritization at the working level; 4) Providing briefings, updates, and direct support to FMS customers, TPO, PMA. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

OR

A combination of experience and graduate education as described above that equates to one year of experience.
