This position is located in the Office of the Chief Financial Officer (HCF), Federal Highway Administration (FHWA). serves as a senior advisor for the Deputy Chief Financial Officer (DCFO) and responsible for providing expert analysis and guidance on financial and budget management programs to achieve the objectives of effective and efficient operations, reliable reporting, and compliance with applicable laws and regulations.

Qualifications
To meet the minimum qualifications for this position, you must meet the experience qualifications.
To qualify for the GS-15 on Experience, you must have at least one year of experience equal or equivalent to the GS-14 it must include:
Experience planning and conducting financial research and analysis used by senior officials/executives to help develop policies/strategies relating to national transportation programs; and
Experience developing recommendations for senior officials/executives regarding various financial and management programs and practices to improve the way information is applied for decision making, organizational operations and the efficient use of federal funds.
You cannot qualify on education at the GS-15 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
