Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an IT Program Manager, you will use your knowledge of and experience with Office of the Chief Information Officer to optimize business results and customer experience by:
Leading all aspects of the CPIC process, including analyzing program management plan updates, business case development and documentation, master scheduling, performance metrics, risk management plans and processes, Office of Management and Budget (OMB) data calls, and architectural enterprise support.
Planning, managing and implementing Technology Business Management (TBM) across HHS to meet OMB's reporting requirements and providing decision makers transparency into organizational IT spending.
Working with the OPDIVs and STAFFDIVs to coordinate the collections, review evaluation management of ongoing IT investments to ensure that these investments are being properly managed and are providing the benefits that were originally intended at the time of initial investment.
Reviewing, analyzing, and updating the policies and procedures related to HHS IT investment management.

Minimum Qualifications:
Have IT-related experience demonstrating each of the four competencies listed below: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Must have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service that includes performing at least three (3) of the following:
1. Mange Capital Planning and Investment Control (CPIC) data collection, analysis, and reporting activities with a focus on improvement of data quality and integrity.
2. Manage and facilitate work intake, prioritization, coordination, and reporting of metrics/status on activities pertaining to Technology Business management (TBM) initiatives. Examples include: continuous improvement to processes and innovative solutions, utilization of TBM data in decision making. Declining Infrastructure, and Vulnerability Management.
3. Analyze/Evaluate/Prepare IT investment Portfolio data for OMB submissions and provide coaching for IT investment stakeholders.
4. Create, update, and implement key IT Policies and Governance.
5. Managing, coordinating, or participating in committees and forums that drive IT investment strategy and governance.
