About the Position: Serves as a contract specialist responsible for pre-award and post-award actions, including price/cost analysis, negotiation, and administration for services, supplies, and some construction. Requirements involve environmental services, civil works requirements, operation and maintenance, and pre-award and post-award administration.
Duties
Review negotiated procurements for accuracy and compliance with contracting laws, regulations, principles, and procedures.
Keep informed on changes to Government acquisition laws, regulations, policies, etc.
Determine method of contracting, type of contract, requirements of special provisions, inclusion of options and additives, and evaluation criteria.
Develop, write, update and utilize internal procurement processes and contracting procedures.
Serve as an advisory member on source selection evaluation board.
Interpret and determine impact of changes on procurement processes.
Coordinate with customers to develop acquisition strategies to ensure customer support and support of socioeconomic programs.
Provide technical guidance in meetings and recommend appropriate courses of action for contracting situations.
Analyze proposals for compliance with scope of work and evaluation criteria set forth in solicitation.
Serve as contracting negotiator and functions as team leader during contractual negotiations.

- This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Advanced Career Level Certification must be met within 4 years.
- Practitioner Career Level Certification must be met within 5 years.

Basic Requirement for Contracting Positions: Degree: bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
Specialized Experience: One year of Specialized Experience which includes performing work that involves Complex pre-award and post-award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of the requirement through contract close out. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
