You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST in the ENVIRONMENTAL BUSINESS LINE of NAVFAC NORTHWEST. This position has promotion potential to GS-11.

Duties

You will conduct inspections, inventories, record keeping, and environmental deficiency identification and tracking in support of environmental laws and regulations. You will review environmental issues with investigations, inspection reports, inquiries, or complaints to determine corrective action. You will compose reports, official correspondence, memorandums, or information papers for environmental projects or programs. You will ensure that hazardous materials and waste are received, handled, stored, inspected, documented, and manifested/disposed of in compliance with applicable environmental regulations and safety requirements. You will support multiple environmental protection programs (e.g., water pollution control, hazardous waste management, air pollution control program) to ensure compliance with requirements and regulations.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Procurement Integrity Certification may be required in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing Environmental Management System, serving as Project Review Coordinator, and conducting environmental compliance monitoring and reporting; 2) Complying with environmental reporting requirements and/or analyzing, managing environmental information or information systems, completing reports such as required by the Emergency Planning and Community Right to Know Act, the Clean Water Act, the Clean Air Act, and the Resource Conservation and Recovery Act; 3) Managing, administering, and coordinating programs or projects to achieve and maintain environmental compliance for ongoing operations; and 4) Making recommendations on technical matters based on review of current practices and provides solutions to identified problems. This broad-based discipline includes specialties in various media, including air and water quality, hazardous waste and materials management, underground storage tanks containing regulated substances (petroleum products, chemicals, and wastes), oil and hazardous substance spill planning and response, cultural, natural and historical resource management, National Environmental Policy Act (NEPA) planning, hazardous waste management, and waste minimization and recycling, etc. NOTE: This information must be supported in your resume to be considered for the position. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting environmental compliance monitoring and reporting; 2) Reporting requirements and/or analyzing, managing environmental information or information systems, completing reports; 3) Administering, and coordinating programs or projects to achieve and maintain environmental compliance for ongoing operations; and 4) Providing guidance and interpretation of regulations and requirements, to implement and assure compliance with the scope of work.
