Duties

The purpose of the Child and Youth Programs (CYP) Child Development Center (CDC) Assistant Director position is to assist the CDC Director in overseeing a developmentally appropriate CDC program.  A CDC Assistant Director is assigned to a CDC and the incumbent is expected to work with the CDC Director with minimum supervision toward the overall objectives of administering the program.  Work is subject to review for adequacy of program accomplishments, effectiveness, and compatibility with other work, and compliance with requirements.

Job Duties Continued: Personnel Management Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.  Must be alert to alcohol and substance abuse, and take appropriate action. At CDC Director's discretion, the incumbent:Initiates and implements personnel actions and supports the CDC Director in order to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. Supports and carries out all established EEO objectives and policies in matters of personnel management and communicates support of these policies. Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees’ performance. Manages and resolves complaints related to personnel and makes recommendations to the Director for corrective action as necessary. Develops staffing schedule in accordance with established ratios and group sizes and submits it to supervisor for approval.  Works collaboratively with CYP Training and Curriculum Specialist(s) to identify training needs of employees, provide or make provisions for training to accomplish those needs, and assess application of training.  Assists with ensuring training is competency-based and tied to career progression.  Encourages and facilitates the pursuit of continuing higher education, including the Child Development Associate credential, Military School-Age credential or college level classes.Program Operations Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs.  Assists with implementation of these SOPs. Assists with establishing and implementing a Parent Board that includes parents and CYP Professionals. Helps oversee the food service program to ensure compliance with applicable USMC and US Department of Agriculture Child and Adult Care Food Program policies and standards on:  proper composition of meals, ordering of food, proper preparation and storage of food, and maintenance of required documentation and record keeping for food service.  Interactions and Relationships Assists in establishing a program environment that sustains participant interest and promotes positive interactions with other children, youth and adults.  Models appropriate behaviors and techniques for working with children and youth when working with CYP Program Assistants and Leaders.  Plans, implements and supervises parent participation programs designed to encourage and support positive relationships between parent, child and CYP Professionals.  Participates in, and may coordinate activities of, the Parent Advisory Board that includes parents and representatives from CYP.  Interacts professionally with employees, parents, volunteers, and local installation command personnel. Participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.Compliance Assists with implementation and support of policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards.  Assists in ensuring compliance with law, policies, and regulations applicable to DoD CYP programs.  Assists in obtaining and retaining DoD certification and accreditation. Carries out Equal Employment Opportunity policies and communicates support of those policies to CYP professionals. Additional Responsibilities In the absence of the Director, incumbent assumes responsibilities and performs duties and requirements of the position under supervision of CYP Administrator with oversight.  Identifies and responds to emergency situations including evacuations, child illness, and physical and emotional disorders.  Incumbent is a mandatory reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Perform other duties as assigned.Minimum Qualifications(1) A Bachelor's degree in child development, early childhood education, family and consumer science (early childhood emphasis), elementary education, special education, or other degree appropriate to the position from an accredited college AND 1 year of full time experience working with children and/or youth   -OR-(2) A combination of education (at least 24 semester hours) and experience, or additional course work, that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth.Satisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide child care services.  Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease.  Must complete all DoD training requirements within the specified time including orientation, initial, DoD Standardized Module Training, and annual ongoing training requirements, and required certifications, if any.  Must maintain current food handlers, CPR and First Aid certifications.  May be required to obtain a government driver’s license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Position is subject to both pre-employment and random drug testing as a condition of employment.  A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
