The purpose of this position is to provide line manager(s) with objectively based information for making decisions on the administrative aspects of organizational operations and management and perform a variety of substantive analytical, planning, evaluative and advisory work.
Duties
Major duties and responsibilities include: Evaluates, processes, and makes recommendations for effective organizational changes. Recommends areas and methods by which efficiency of operation can be improved. Provides higher management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of administrative operations. Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures. Establishes study methods and techniques to be utilized in substantive program studies and audits. Develops and employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs. Gathers and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Reviews and reconciles large amounts of data. Interprets findings resulting from studies that are independently developed. Completes analyses of data and identifies administratively significant findings. Performs other related duties as assigned.
Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. **For this position, telework (up to 80% per pay period) or remote work (100% off site) may be authorized upon supervisor approval if within the local commuting distance of a Network Contracting Office 10 duty station. Applicants must live, or be willing to relocate, within the local commuting distance (approximately 50 miles) of a Network Contracting Office 10 duty station. Office space will be available for individuals that prefer to work at one of the duty stations.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks as a GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education/Experience GS-09: Applicants must meet the specialized experience and/or education requirement for this position. You may qualify based on your experience and/or education as described below for the GS-09 Management Analyst position. You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of specialized management analysis tools and techniques, and skill in applying this knowledge in the independent performance of difficult and complex work assignments. Knowledge of analytical and evaluative methods for assessing, program development and executing improvement and organizational effectiveness and efficiency. Skills in presenting recommendations and negotiating solutions to disputed recommendations. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of administrative and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, and work processes of the organization.

Master's or equivalent graduate degree.

2 full years of progressively higher level graduate education leading to such a degree.

LL.B. or J.D.
OR
Combination of education and experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
