This position is located in the Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer for Shared Services, Transparency and Accountability Reporting Division in Washington, DC.
The incumbent serves as the Policy Branch Chief for matters related to 2 CFR Part 200 which will also include sub tier subjects such as Suspension and Debarment (S&D) and Prizes and Challenges (P&C) and other policy matters driven by OMB, Treasury or statutes.
Duties
Directs, coordinates and oversees work directly.
Sets and adjusts short-term priorities and schedules and makes decisions on work problems of subordinates.
Analyzes OMB, Treasury, or other statue(s) complex and conflicting regulations and policy and evaluates the effect changes to laws and regulations will have upon the USDA/TARD policy portfolio.
Serves as the lead for designing, developing, and implementing financial assistance management policies, procedures, and practices and to update the associated Catalog of Federal Domestic Assistance (CFDA).
Oversees the training program for all USDA employees working in Financial Assistance, as well as training for Suspension and Debarment and Federal Appropriations Law Training.
Responds to policy-related analysis and data requests and provides results to senior leadership.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-13 is required to be eligible for the GS-14.
Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted.
Specialized Experience: To qualify for the GS-14: One year of specialized experience equivalent to the GS-13 grade level. Specialized experience is defined as: Direct and validated leadership experience, including experience managing and directing multiple functions and mission areas; experience leading and managing staff; and experience evaluating the management aspects of grant or cooperative agreement applications; interpreting and providing technical assistance regarding complex grants-related policies and procedures; resolving complex and controversial post-award problems surrounding the monitoring of grants or cooperative agreements; and developing criteria and standards for the planning, implementation and evaluation of grant or cooperative agreement proposals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may not be substituted for specialized experience for the GS-14 grade level.
