Duty Location: Washington, District of Columbia
Duties
Act as the program coordinator for the Deputy Commissioner for Operations for implementation of the statutory authorities for response to the Colorado River Drought as defined within P.L. 117-169.
Work across Reclamation organizational chart interacting with various programs and activities to deliver coordinated outcomes.
Develop timely and quality products for process and quality management of the program's development and implementation.
Develop policy, guidelines, and processes for program execution of P.L. 117-169 Section 50233 for the Colorado River using Federal Law, existing policies, and other requirements applicable to the program.
Reconcile conflicts between basic policies and program goals and provide substantive recommendations to senior leadership.
Conduct briefings for senior management, the Commissioner, and the Assistant Secretary on the results of selection processes and other issues related to the program.
Represent Reclamation in presentations to large groups of stakeholders and the public and serve as Reclamation's primary point of contact for the public for the program.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience that includes at least 5 of the following 6 activities: (1) participating in management and coordination activities related to Reclamation's water resources management programs for the Colorado River; (2) using analytical techniques to evaluate water resources management programs, policies, or requirements; (3) preparation of briefing documents for Reclamation's leadership; (4) preparing budget documents and information related to program accomplishments; (5) participating in the development or review of policy; and (6) communicating with the public to explain or answer questions about Reclamation programs and activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
