Duties

The primary purpose of this position is serves as the Program Analyst Civilian Harm Mitigation and Response Officer (CHMRO) Lead for HQ USCENTCOM, Directorate of Operations, Joint Fires Element Division. CHMROs will be leads for CHMR efforts across the command. Leads all CHMR Initiatives for CENTCOM conducting extensive research, reviews, and analysis of submitted CHMR requirements and provides planning and programming decisions to HQ USCENTCOM. Convenes the command's CHMR Working Group and ensures appropriate participation of relevant functions and expertise to establish a prioritized sequence of steps and clear tasking to integrate CHMR across the command. Recommends program guidance, policy, validation, priorities, and objectives.

  • Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and combat zone.

  • This is a "Mission-Essential" position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

(Cont.) Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is "Emergency Essential". In the event of a crisis, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. The duties of this "Key" position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, GS-0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and quantitative techniques to conduct complex security studies and develop methods and techniques to improve program effectiveness In-depth knowledge of the Joint targeting cycle and fires-based procedures; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the various command entities involved in overall planning and execution of operations and evaluations; detailed operating knowledge of administrative and procedural matters as they pertain to operations and planning; ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures; Strong ability to develop and present in-depth decision and information type briefings on a wide range of subjects relating to planning and programming and issues of other commands as well as at the departmental level as they may affect the programming and execution of selected DoD managed resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of HQ USCENTCOM, Operations Directorate vision, goals, objectives, mission, strategy, responsibilities, processes, and relationships to include capabilities and authorities of the Department of Defense (DoD), Combatant Commands, Joint Staff, intelligence agencies, U.S. military departments, and non-DoD agencies. 2. Knowledge of safety and security regulations, practices, and procedures. Ability to develop, coordinate, implement and manage Command priorities and operational requirements. 3. Ability to communicate both orally and in writing with technical accuracy to discuss and negotiate complex issues at the senior executive levels of Command. 4. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. 5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
